Procurement Policy Note 06/21

Mandatory for any supplier bidding on UK central government, NHS, or defence contracts above £5 million. You must submit a Carbon Reduction Plan that shows your current emissions baseline, your Net Zero commitment by 2050, and the specific environmental management measures you are taking.

The Plan must be signed by a Board Director or equivalent. It must be published at a publicly accessible URL on your website — so procurement teams can verify it.

SECR

Streamlined Energy and Carbon Reporting

Mandatory for UK companies meeting two of three criteria: 250+ employees, £36m+ annual turnover, £18m+ balance sheet. Required to be published in the annual Directors' Report filed at Companies House.

SECR requires disclosure of Scope 1 and Scope 2 emissions plus at least one material Scope 3 category. For most manufacturers and contractors, Scope 3 Category 6 — business travel — is the most material.

DEFRA 2025

GHG Conversion Factors — Table 5

The Department for Environment, Food and Rural Affairs publishes updated GHG Conversion Factors annually. Table 5 covers passenger transport — the factors used for Scope 3 Category 6 business travel emissions.

Using outdated factors in a statutory filing is a factual error. Using Google Maps road distances for flights instead of Haversine Great Circle is a methodological error. Both are common in manually maintained spreadsheets.

GHG Protocol

Scope 3 Category 6 — Business Travel

The GHG Protocol Corporate Standard defines business travel as Scope 3 Category 6: emissions from employee travel for business purposes in vehicles not owned or controlled by the company.

This includes flights, trains, taxis, hire cars, and personal vehicles used for business. The calculation methodology is distance-based — actual or estimated distance multiplied by the appropriate emission factor for the mode of transport.
